For civil servants, this Spring Festival has been different because neither did they get extra pay nor were they showered with gifts from lower-level departments or officials. And luxurious(奢侈) restaurants and clubs did less business than before, for austerity(财政紧缩) measures kept civil servants away from them.
Indeed, some complaints were heard from civil servants, who had become used to getting extra pay or receiving gifts from lower-level departments or enterprises that needed their help to get things done in a more "convenient" way. Some officials have complained that they had to dig into their pockets to pay for the gifts they bought or their travel expenses, which used to be paid in one way or another from public money.
Thanks to the rules made by the government and their strict enforcement(执行), officials, even the powerful ones, found it very difficult to misuse public money. Officials or civil servants will need some time to give up their unhealthy working style which blurred the line between their public and private lives and saw them using power for personal gains.
As far as the future of the civil servants is concerned, a luxurious working environment will damage their will and their morals. It will also make them easy to break the law.
For the nation's better future, civil servants should follow strict rules based on the law. This will help the government regain public trust and lay out the rules for the bureaucracy(官僚). For the Chinese nation's renewal and its long-lasting boom(繁荣), it is extremely important to have a team of government officials, who can set a good example by performing their duties in a positive manner.

Traffic problems are an everyday concern in many cities, including Washington, DC. A growing number of Washingtonians are turning to bicycles to get to and from work. In fact, the number of commuters who use bicycles has doubled in the city since 2007.
Ralph Buehler teaches urban planning at the Virginia Polytechnic Institute and State University, popularly known as Virginia Tech. He has written a book about urban biking, called “City Cycling.’’ He says there is a reason why urban bike riding is now becoming more popular.
“Over the last 60 to 70 years. cities in the U. S. have been adapted to the automobile. ”
“Most cities took advantage of the money coming for the interstate(洲际) highway system, from the federal government, starting in 1956. There was a 90 percent federal match(补贴)so the cities only had to put up 10%. It was very tempting(临时的). ”
In the years after World War Two, many Americans moved to suburban communities, just outside major cities, They decided to travel great distances to and from work in exchange for a home in the suburbs. Their cars became a symbol of freedom.

Greg Billing is with the Washington Area Bicyclist Association. “When a person makes a change from using a car to using a bike, they are saving anywhere between 8 or$9, 000 a year. ”
Ralph Buehler says governments save money when people use bicycles. “Building bicycling facilities(设施) is much cheaper than building and maintaining road facilities or public transport. ”
Washington, DC has also taken steps to protect bike riders. It approved a safe passing law and created areas on the road between cars and bikes.
The United States Census Bureau says 4%of the city’s workers ride to work by bike. The only city on the East Coast with more bike commuters is New York.
